Functions

HR is responsible for such areas as recruitment and staffing, new employee orientation, performance management, labor relations, training and development, benefits administration, FMLA, Workers Compensation and other employment related functions.


Unclassified Employment

The Civil Service Commission has no authority over unclassified City of Whitehall employment such as Public Service and Parks and Recreations laborers, part-time police dispatchers, and appointed clerical positions. These positions are filled by each hiring authority (department head) who may request applications that have been submitted to Civil Service. For that reason, the Human Resource Department accepts applications for unclassified positions and holds them for two years to be considered if requested by the hiring authority.
