Zachary Woodruff


Zachary Woodruff currently serves as Director of Development & Public Service for the City of Whitehall, Ohio.  Woodruff has focused his efforts on job growth and expansion, negotiating development agreements leading to more than $100 million in new private investment, and building personal relationships with business leaders and members of the community.  He has taken the lead on bringing businesses such as Heartland Bank and Wasserstrom to build new corporate headquarters in the city.  He has also been instrumental in the reinvention of the Broad & Hamilton intersection, a major gateway into the city of Whitehall named Norton Crossing. This mixed-use development being constructed at that intersection, is the most significant redevelopment effort in Whitehall’s history.

Beginning as a City Council Member in the City of Whitehall (2002-2007), Woodruff laid the foundation for the progress he and Mayor Kim Maggard would lead in Whitehall in the coming years.  In his role on Council, he chaired the Finance and Appropriations Committee and developed and legislatively implemented strategic policies and financial guidelines for all departments of the City.

From 2008-2011, Woodruff served as the City of Whitehall’s Community Affairs Coordinator. He was responsible for overseeing the City’s grant portfolio, requiring the research and administration of nearly $14 million in federal, state and local grants. In 2012, Woodruff continued as the Director of Economic and Community Development, initiating and executing economic strategies and policies, making major efforts to add and retain over 3,000 jobs in the community, helping to engage and grow local businesses, and begin an initiative to implement a down payment assistance program to address rising rental property rates.

Since 2014, Woodruff has also taken on the role of Director of Public Service. Through this position, he designed and put into action long-range plans to meet municipal needs which included five- year capital infrastructure plans.

Woodruff has previously served on the board of directors of the Mid-Ohio Development Exchange, and currently serves on the board for the Pride of Whitehall, the Whitehall Community Improvement Corporation, Ground Level Solutions Inc. and the Franklin County Transportation Improvement District. He was born and raised in Whitehall and currently resides in Pickerington with his wife and three children.
